On March 31, 2026, the First Affordable Mortgage Forum 2026 will bring together key market stakeholders to discuss the development of affordable housing finance and the future housing policy Ukraine needs amid wartime challenges and post-war recovery.
The forum is organized by Ukrfinzhytlo PJSC, the operator of the state mortgage program eOselya, in partnership with the Ministry of Economy, Environment and Agriculture of Ukraine.
The event will gather representatives of the Government of Ukraine, the National Bank of Ukraine, commercial banks, developers, international financial institutions, and leading experts — effectively all key players shaping Ukraine’s housing market today.
The agenda will focus on:
- scaling up the eOselya mortgage program
- current trends in the housing market
- mortgage financing instruments
- attracting investment into residential construction
- international best practices
Special attention will be given to housing accessibility for military personnel, internally displaced persons (IDPs), and youth, as well as the recovery and development of the primary housing market.
The forum will also feature the signing of key agreements between market participants and the presentation of new digital solutions — including initiatives aimed at enabling a “mortgage in a smartphone” experience.
The National Association of Banks of Ukraine serves as the organizational partner, while the Ukrainian Developers Association is the general partner.
