ILIYA MYKHAILOV
Chairman of the Supervisory Board, PJSC “UFHC”

Date of birth: November 4, 1981

Iliya Mykhailov is a Ukrainian economist and executive with extensive experience in public finance, corporate governance, and the implementation of systemic economic reforms. Since December 15, 2025, he has served as Chairman of the Supervisory Board at PSC “UFHC” as an independent member, where he is responsible for strategic oversight and the development of the institution implementing the state mortgage program “yeOselia.”

He also chairs the Supervisory Board of Prozorro.Sale JSC, a state-owned electronic asset sales platform, where he plays a key role in shaping management strategies and risk control frameworks. His professional experience includes leadership analytical roles at the Ministry of Finance of Ukraine, as well as active involvement in reforming the state asset management system. He serves as an advisor to the Parliamentary Committee on Economic Development of the Verkhovna Rada of Ukraine.

He is the originator of the Prozorro.Sale project, a landmark structural reform that has become a key instrument for transparent privatization and the sale of public sector assets, including assets of insolvent banks in Ukraine.

PATRICK SEIFERT
Independent Member of the Supervisory Board, PJSC “UFHC”

Date of birth: November 13, 1972

Patrick Seifert is an international banker and financial expert with over 20 years of experience in global capital markets, particularly in debt financing and financial institutions advisory. He currently serves as Global Head of Corporates and Debt Capital Markets at Landesbank Baden-Württemberg (LBBW), where he is focused on strategic financial transactions and international business development.

Previously, he worked in various primary markets and global syndicates functions at LBBW, building a leading track record in arranging bond issuances for sovereign, supranational, and financial institutions as well as corporate clients. Earlier in his career, he worked at ING Group and BHF-BANK to develop growth strategies in international banking across Central Eastern Europe, the Middle East, Africa, and South Asia regions.

During his professional career, he has been lecturing at leading European academic institutions and served in various European expert groups. He holds an MBA from the renowned University of Chicago with a specialization in finance.

Since December 15, 2025, he has served as an Independent Member of the Supervisory Board at PSC “UFHC”, contributing to the company’s strategic development and the implementation of international best practices in housing finance governance.

ANDRII TELIUPA
Member of the Supervisory Board, PJSC “UFHC” (Representative of the State)

Date of birth: September 7, 1982

Andrii Teliupa is a Ukrainian executive with deep expertise in public procurement, state economic policy, and the transformation of large organizations. He currently serves as a Member of the Supervisory Board at PJSC “UFHC” as a representative of the State, contributing to strategic oversight and the implementation of the “yeOselia” affordable housing program.

He has over 18 years of professional experience, including roles in the private sector, international trade, and public institutions. He served as Deputy Minister of Economy of Ukraine, where he was responsible for coordinating financial policy, public procurement, and real sector development.

Previously, he headed the Procurement Department of the National Bank of Ukraine, where he led the digital transformation and efficiency improvement of procurement processes, including during wartime conditions. He also held senior positions at Ukrzaliznytsia JSC (Ukrainian Railways), where he was responsible for reforming procurement systems and managing large-scale tender portfolios.

He has been actively involved in the development and implementation of key public procurement reforms, including updates to legislation and the advancement of the Prozorro system.

He holds a solid academic background in economics and an MBA degree, combining this with extensive hands-on experience in managing complex public and corporate processes. His expertise includes strategic management, procurement transformation, financial policy, and public-private interaction.

SERHII KHODAKEVYCH
Independent Member of the Supervisory Board, PJSC “UFHC”

Date of birth: May 6, 1976

Serhii Khodakevych is a Ukrainian financial expert and academic with substantial experience in banking, corporate governance, and financial sector development. Since December 15, 2025, he has served as an Independent Member of the Supervisory Board of PJSC “UFHC”.

He is a Professor at the Department of Banking and Insurance at Kyiv National Economic University named after Vadym Hetman, where he has also held senior academic and administrative positions, including Deputy Dean and Deputy Director of the institute.

In parallel, he is actively involved in professional associations, having served as an advisor to the President of the Association of Ukrainian Banks, and regularly participates in industry events and professional discussions on financial sector development and banking innovation. He is also the founder and program director of the professional training program “Corporate Governance in Financial Institutions.”

He previously served as Chairman of the Supervisory Board at PJSC “UFHC”, demonstrating significant experience in the governance of state financial institutions and a high level of trust from the shareholder.

VITALII CHAPLIA
Member of the Supervisory Board, PJSC “UFHC” (Representative of the State)

Date of birth: August 23, 1979

Vitalii Chaplia is a Ukrainian public sector executive with experience in public administration, security, and Euro-Atlantic integration. He was appointed as a Member of the Supervisory Board at PJSC “UFHC” (representative of the State) on February 27, 2026.

He has extensive experience in central executive authorities, including serving as Deputy State Secretary of the Cabinet of Ministers of Ukraine, where he was involved in coordinating government processes and interagency cooperation.

He also worked in the Secretariat of the Cabinet of Ministers of Ukraine as a state expert and Head of the Expert Group on defense and security cooperation with NATO within the Government Office for Coordination of European and Euro-Atlantic Integration.

In addition, he has a background in military service with the State Border Guard Service of Ukraine, contributing to his expertise in security and public administration.

His professional profile is characterized by competencies in public policy, strategic coordination, international cooperation, and institutional reform. In his role on the Supervisory Board, he focuses on ensuring effective corporate governance and the implementation of state housing finance programs.

IEVGEN METSGER
Chairman of the Management Board, PJSC “UFHC”

Date of birth: November 8, 1977

A seasoned top executive in the banking and financial sector with over 25 years of professional experience, including 20 years in the state banking sector. He possesses extensive leadership experience and deep expertise in building business lines from the ground up, as well as in developing and implementing government financial programs. He is the architect of the state program “Affordable Loans 5-7-9%.”

Since November 11, 2022, he has served as Chairman of the Management Board at PJSC “UFHC”, where he is responsible for implementing the “yeOselia” affordable mortgage program, strengthening corporate governance, and attracting international partners.

Previously, he chaired Ukreximbank, where he led the bank to profitability and significantly improved its key financial indicators, as well as arranged one of Ukraine’s first syndicated loans for state infrastructure projects. A significant part of his career was dedicated to Ukrgasbank, where he developed the SME business line, substantially expanded the client base and loan portfolio, and introduced effective operational and management models.

He also has experience at the government level as an advisor to the Minister of Infrastructure, contributing to the development of public programs and legislative initiatives. He is the recipient of the “Person of the Year 2020” award in the “Financier of the Year” category.

First Deputy Chairman of the Management Board, PJSC “UFHC”

Date of birth: June 28, 1982

A legal expert in financial and banking law with over 18 years of professional experience, as well as a manager with a background in the public financial sector and corporate governance. He joined PJSC “UFHC” in January 2022 as Head of the Legal Department and served as Acting Chairman of the Management Board.

Since November 11, 2022, he has held the position of First Deputy Chairman of the Management Board at PJSC “UFHC”, where he contributes to the development of housing finance programs and the institutional strengthening of the company.

He has extensive experience working within government structures and collaborating with public authorities, enabling the effective implementation of financial and economic initiatives. His core expertise includes corporate governance, legal support for financial institutions, and coordination between the state and financial sector entities.

In his current role, he focuses on enhancing legal frameworks supporting PJSC “UFHC” and improving the effectiveness of state financial programs.

ROMAN BERSHADSKYI

Date of birth: August 23, 1982

A financial manager with over 20 years of experience in the banking sector, particularly in risk management. Since September 21, 2022, he has served as Deputy Chairman of the Management Board at PJSC “UFHC”, where he is part of the executive leadership team and contributes to the implementation of state housing finance programs.

He has more than two decades of professional experience in risk management and finance, demonstrated through his expert activities and participation in specialized professional forums. His key expertise includes building risk management systems, ensuring financial stability of institutions, and implementing modern risk control approaches in line with international standards.

As a member of the Management Board of the state financial institution, he is involved in developing mortgage lending instruments and implementing strategic initiatives in housing policy. His professional profile is characterized by strong analytical expertise, a systematic approach to risk management, and extensive experience in large financial institutions.

OLEG ZHURAVLOV
Deputy Chairman of the Management Board, PJSC “UFHC”

Date of birth: July 25, 1976

A senior executive with over 20 years of experience in corporate governance, large-scale business operations, and the public sector.

Since January 2024, he has served as Deputy Chairman of the Management Board at PJSC “UFHC”, where he is involved in implementing state housing finance programs, including the development of the “yeOselia” mortgage program, attracting international financing, and strengthening institutional market capacity.

From 2019 to 2021, he served as Deputy Chairman of the Supervisory Board at Ukrzaliznytsia (Ukrainian Railways), where he was engaged in strategic development, corporate governance, and the establishment of internal control systems. He has also served as an advisor to the Ministry of Energy of Ukraine on corporate governance within a World Bank project, as well as an advisor to the Minister of Infrastructure of Ukraine.

With over 25 years of professional experience, his career spans banking and leading Ukrainian companies, including Kyivenergo, DCH Group, and Donetskstal Group, where he held senior roles in corporate governance, asset management, business structuring, and support of investment projects, including those involving international investors.

In his current role, he actively engages with international partners and investors, representing the company in negotiations on financing and institutional development. Since September 12, 2025, she has served as Deputy Chairman of the Management Board at PJSC “UFHC”, where she contributes to the implementation of state housing finance programs, including the development of the “yeOselia” mortgage program and engagement with the real estate market.

She previously served as Vice President of the Association of Ukrainian Banks. She holds a PhD in Law and has extensive experience in debt resolution, financial policy, and cooperation with government institutions.
