All citizens who comply with the Terms and Conditions for Provision of Affordable Mortgage Lending by Private Joint Stock Company ‘Ukrainian Financial Housing Company’ to Citizens of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 856 dated 02.08.2022, can already apply for participation in the programme in the Diia mobile application.
According to the Order of the The Ministry for Communities, Territories and Infrastructure Development of Ukraine No. 408 dated 01.07.2023, the indicators of the indirect cost of housing construction by regions of Ukraine (calculated as of 01 July 2023) were approved.
To calculate the loan amount, the following criteria are taken into account: the maximum cost of 1 sq.m. of housing should not exceed the indirect cost of housing construction by region of Ukraine, determined by the Ministry of Regional Development, increased by the relevant coefficients:
○ 2.0 for Kyiv, Dnipro, Lviv, Odesa, Kharkiv, and regional centres, cities with a population of over 300 thousand people, settlements located at a distance of up to 15 km from the boundaries of Kyiv and regional centres;
○ 1.75 for cities with a population of up to 300 thousand;

1. The property is located on the territory of Ukraine (except for residential real estate located in the territories of active hostilities and/or temporarily occupied by the Russian Federation, included in the List of territories where hostilities are being (were) conducted or territories temporarily occupied by the Russian Federation, approved by the Ministry of Reintegration, for which the date of completion of hostilities or temporary occupation has not been determined;

Loan disbursement involves the following steps:

– submission of documents of the borrower, his/her family members and guarantor (if any), as well as the mortgaged property to the bank;

Yes, the terms and conditions will change. If a borrower belonging to a privileged category changes his/her job and loses the right to compensation of a part of the interest rate, he/she continues to repay the loan with the base interest rate under the programme – 7% per annum.

According to Article 166 of the Tax Code of Ukraine (hereinafter the TCU), a taxpayer is entitled to a tax deduction as one of the types of expenses allowed to be included in the tax deduction is the reimbursement of a part of the interest paid by the taxpayer for the use of a residential mortgage loan.
The grounds for the tax deduction with the indication of specific amounts are reflected by the taxpayer in the annual tax return, which must be submitted by December 31 of the year following the reporting tax year.
