On October 4, 2024, the Cabinet of Ministers of Ukraine adopted Resolution № 1136 “On Amendments to the Terms and Conditions for Providing Affordable Mortgage Lending to Ukrainian Citizens by the Private Joint Stock Company Ukrainian Financial Housing Company”. The amendments relate to the age of housing that can be purchased under the program, depending on the categories of borrowers. The focus is on housing up to three years old or housing under construction.
The updated terms of the program include the possibility of buying a housing:
Housing up to 10 years old:
- for internally displaced persons and in the future their closest relatives (in favor of IDPs) – in all regions where the program operates;
- for military personnel and law enforcement officers, doctors, teachers, scientists (i.e., categories eligible for mortgages at 3%), veterans and their families – in Chernihiv, Sumy, Kharkiv, Zaporizhzhia, and Kherson regions.
Housing up to 3 years old:
- for military personnel and law enforcement officers, doctors, teachers, scientists (i.e., categories eligible for mortgages at 3%), veterans and their families – in all regions except Chernihiv, Sumy, Kharkiv, Zaporizhzhia, Kherson regions;
- for all other citizens who meet the conditions of the program throughout the territory.
Such changes will come into force 30 days after the publication of Resolution № 1136 , i.e. on 4 November, 2024.
We remind you that people who have previously used state housing programs cannot participate in the program, unless their housing is destroyed or located in the temporarily occupied territory.
