yeOselia not only helps Ukrainians buy their own homes, but also stimulates the development of the construction industry. According to the Ministry of Economy, in 9 months of 2024 construction increased by 23.8%, in particular due to the operation of the state program of affordable mortgage lending.
“yeOselia is one of the key initiatives implemented by the Government to support the development of the construction market and, as a result, the Ukrainian production of building materials. In terms of its positive contribution to GDP growth, yeOselia ranks second among the “Made in Ukraine” programs after the “Affordable Loans 5-7-9%” program,” said Deputy Minister of Economy Andrii Teliupa.
Every fifth developer operating in Ukraine today is accredited in yeOselia and can sell housing under construction under the state program. In total, partner banks have accredited 209 houses in yeOselia. According to the real estate aggregator LUN, this is 30% of all properties that meet the program’s conditions and where you can buy an apartment under construction.
“yeOselia fulfills citizens’ dreams of owning their own housing and at the same time helps the construction industry. The share of mortgages in the primary market has doubled. In the second half of the year, there were 80% more agreements in the primary market than in the first half. Therefore, in the second half of the year, we and the Government focused on new housing to further increase the positive impact of yeOselia on the economy,” said Ievgen Metsger, Chairman of Management Board at UFHC.
In 2024, partner banks accredited 160 new real estate objects under construction from 75 developers. For the first time since the program’s launch, such buildings were accredited in Mykolaiv, Rivne, Odesa, Chernihiv, Poltava, and Dnipro regions.
“Last year, we significantly increased the choice of housing under construction. In particular, for the first time, we accredited newly constructed real estate objects in six regions. Our goal is to have as many affordable housing offers as possible throughout Ukraine,” Ievgen Metsger.
In total, 95 developers and 209 objects where property rights to an apartment can be purchased have already joined the program. In December alone, partner banks accredited 8 houses in 5 residential complexes from four construction companies:

● RC PALMIRA CITY in Lviv region from EKSKOMBUD
● RC TRIIINITY 1 object in Kyiv from LLC “CONSTRUCTION COMPANY ‘ZHYTLOBUDINVEST’
● RC PID ZORIAMY 1 object in Lviv region from INTERMISKBUD LLC
