The total loans disbursed exceeded UAH 28 billion, making this program the most successful state mortgage initiative in just 2.5 years
The yeOselia affordable mortgage program was launched in October 2022 by Ukraine’s Ministry of Economy, in partnership with the Ministry of Digital Transformation and PJSC ‘UFHC’.
‘17,000 loans, around 11,000 children provided with housing, and over one million square meters of living space — these are the results of the program to date. Since the program was updated in November last year, more and more people have been purchasing newly built homes. While last year they accounted for 33%, this year the figure is nearly 60%. This is a strong incentive for the construction market, which is actively recovering,’ emphasized First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko.
‘In October 2022, few believed in the success of this idea, yet by May 2025, yeOselia has delivered the best results among all state housing loan programs in Ukraine’s history of independence – in such a short time. We plan to continue accelerating efforts so that as many Ukrainians as possible can benefit from the program and purchase their own homes on favorable terms,’ noted Ievgen Metsger.
Since the launch of the program, the majority of borrowers have been military personnel and law enforcement officers, who are eligible for mortgages at a 3% interest rate – totaling 8,930 borrowers, which accounts for 52% of all yeOselia loans.
In second place are Ukrainians not tied to a specific profession, who can access the program at a 7% interest rate – 4,105 loans (24% of all borrowers).
They are followed by teachers and medical workers with 1,345 and 1,341 loans respectively, internally displaced persons – 566, veterans – 379, and scientists – 350.
‘Launched during a challenging time, yeOselia has transformed from a pilot project into a national tool for supporting Ukrainians and stimulating the economy. Today, we can speak of it as one of the instruments of the country’s reconstruction. Since the beginning of 2025, nearly 60% of yeOselia-financed purchases – 1,274 apartments, have been ‘first sales’, meaning completely new homes that have never been occupied. Of these, 411 were bought by Ukrainians from verified developers at the construction stage. We continue working with developers so that even more properties can be purchased through yeOselia during the building phase. This gives people housing choices, encourages them to stay in the country, and supports economic growth through construction and job creation,’ stated Ievgen Metsger.
Earlier, it was reported that UFHC opens the door to the European mortgage market for Ukraine.
