On 4 May, the second meeting of the Advisory Council on Housing Finance for Cooperation and Assistance in Developing Reforms and Recommendations for Effective Housing Finance Mechanisms in Ukraine took place in Stavanger, Norway. The event was held within the framework of the 38th Plenary Meeting of the European Covered Bond Council (ECBC) and brought together representatives of international financial institutions, industry organizations and experts in the field of housing finance.
Ukraine was represented by the Co-Chair of the Advisory Council, Deputy Minister of Economy, Environment and Agriculture of Ukraine Vitalii Petruk, Chairman of the Management Board of PrJSC UFHC Ievgen Metsger, and members of the UFHC team.
Participants discussed the development of the housing finance system in Ukraine, the attraction of long-term capital to the housing sector, and further harmonization of Ukrainian legislation with EU norms in the area of financial instruments. Key topics included the draft Law of Ukraine “On Securitization and Covered Bonds”, conceptual approaches to establishing a unified housing finance platform, as well as further technical and expert support from the Advisory Council.
“Ukraine has been living under the conditions of a full-scale war for the fifth year already. Due to occupation, shelling and hostilities, many people have lost their homes, which is why we must work on two tasks simultaneously: scaling up the “yeOselia” programme and other housing instruments already in place, and building a long-term housing finance system,” noted Vitalii Petruk.
Following the meeting, the parties agreed to continue working on recommendations regarding the alignment of Ukrainian and European legislation, the creation of a unified housing finance platform, and the attraction of long-term capital for the recovery of the housing sector.
Background: The Advisory Council on Housing Finance in Ukraine was established under the Ministry of Economy, Environment and Agriculture of Ukraine with the support of the European Mortgage Federation – European Covered Bond Council (EMF-ECBC), with PrJSC UFHC participating as an observer. The first meeting of the Advisory Council was held in September 2025 in Venice.
