yeOselia surpasses 25,000 families: who is taking out mortgages during the war and how demand is changing

The state affordable mortgage program yeOselia has surpassed the milestone of 25,000 issued loans (25,005), with a total volume exceeding UAH 43 billion (UAH 43,580 million).

It is one of the few instruments that continues to operate systematically even amid a full-scale war — enabling Ukrainians to make long-term decisions.

“25,000 preferential mortgages mean at least 75,000 Ukrainians already living in their own homes: military personnel, internally displaced persons, doctors, and teachers. yeOselia works both as a tool of social support and as a driver of construction and related industries within the ‘Made in Ukraine’ policy. Every hryvnia invested returns nearly threefold to the economy. We continue working on new financial models to scale the program and expand its opportunities for more Ukrainians,” said Deputy Minister of Economy, Environment and Agriculture of Ukraine Vitalii Petruk.

 

Who has already benefited from the program?

Nearly every second borrower is a servicemember or security sector representative, while more than a quarter are Ukrainians without their own housing:

  • 11,940 servicemembers and security sector representatives (48%)
  • 6,859 Ukrainians without housing (27%)
  • 1,743 healthcare workers (7%)
  • 1,720 educators (7%)
  • 1,715 internally displaced persons (7%)
  • 551 veterans (2%)
  • 477 scientists (2%)

 

Borrowers are predominantly young Ukrainians, with an average age of 35:

  • 26–35 years — 10,781 individuals (44%)
  • 36–45 years — 8,355 individuals (34%)
  • 18–25 years — 2,291 individuals (9%)

 

The program has already enabled 15,748 children to grow up in their own homes.

 

What kind of housing do borrowers choose?

Demand for newly built housing remains strong: nearly every second deal is in the primary market, indicating that Ukrainians are ready to invest in new housing even during wartime.

  • Secondary market — 13,905 transactions
  • Newly commissioned housing (first sale) — 8,090 transactions
  • Housing under construction — 3,010 transactions

 

The geography of yeOselia continues to expand, with loans issued in more than 500 localities.

“Over three and a half years, eOselya has evolved from a launch-stage initiative into a systemic instrument. There were expectations for large figures — and today we see that momentum: just last autumn we were talking about 20,000 loans, and now it’s already 25,000. Five thousand new families purchased homes through the program in less than six months — a clear sign that the instrument is beginning to scale,” said Chairman of the Board of the Ukrainian Financial Housing Company, Ievgen Metsger.

Currently, 10 banks participate in the program: Ukrgasbank, Oschadbank, PrivatBank, Sense Bank, Sky Bank, Bank Credit Dnipro, Taskombank, Globus Bank, BISBANK, and RadaBank.

Interest in yeOselia continues to grow, confirming sustained demand among Ukrainians for accessible and transparent financial tools to purchase housing.
