The main objective of the meeting, chaired by Yulia Svyrydenko, First Vice Prime Minister of Ukraine and Minister of Economy of Ukraine, was to reform the housing finance system. The IWG meeting was also attended by Bob Som, the World Bank’s Regional Director for Eastern Europe, and representatives of the World Bank.
“The demand for affordable mortgages in Ukraine is huge. Accordingly, there is a growing need to find sources to finance mortgage loans, especially for citizens who cannot afford to buy an apartment or house on their own. With the support of our international partners, we are embarking on a major effort to develop and implement a new housing policy. An important part of this work is the implementation of the most effective housing finance mechanisms. This is what the Interdepartmental Working Group should focus on in the first place,” said Yulia Svyrydenko.
At the meeting, the Chairman of Management Board at UFHC presented the results of yeOselia program, that has made it possible for more than 16.2 thousand families to purchase mortgaged housing on favorable terms.
“Today, yeOselia is the leader in mortgage lending in Ukraine. 98% of all mortgages issued are loans under the government program. Demand for yeOselia is measured in thousands of applications every month. Therefore, ensuring sustainable operation and availability of financial resources to continue the program is our priority. I am convinced that with the support of the government and international institutions, we will be able not only to maintain the pace of loan disbursement, but also to scale the program,” said Ievgen Metsger.
During the meeting, the IWG presented a World Banks study on housing sector financing in Ukraine. It contains recommendations on effective financial instruments for housing policy. These developments will form the basis for reforming the housing finance system and developing a national housing strategy.

The Interdepartmental Working Group on the Recovery of Housing Sector Recovery in Ukraine was established in accordance with Resolution No. 1297 of the Cabinet of Ministers of Ukraine dated 1 November, 2024. There were no similar interdepartmental working groups on the restoration of the housing sector before 2024. The main task of the group is to coordinate actions and develop recommendations for the restoration and development of housing infrastructure affected by the armed aggression of the russian federation. The chairman of the Interdepartmental Working Group is the First Vice Prime Minister of Ukraine – Minister of Economy. The group includes representatives of the Ministry of Communities and Territories Development of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Social Policy, the Ministry of Veterans Affairs, the National Bank, the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, the National Securities and Stock Market Commission, and PJSC Ukrainian Financial Housing Company.
