More than 3.6 thousand newly purchased apartments in the entire unoccupied part of Ukraine and a mass mortgage – ‘yeOselia’ has completed its first year 

State Program for Affordable Mortgage has revitalized the mortgage market and become one of the most effective programs for providing housing to citizens. Since its launch on October 1, 2022, 3,641 Ukrainian families have benefited from ‘yeOselia’, 71% of whom are servicemen of the Armed Forces of Ukraine and law enforcement officers.  

During the year of the program’s operation, mortgage loans for almost UAH 5.2 billion were issued through partner banks. The leader was Oschadbank, which lent 45% of ‘yeOselia’ clients. In addition, Privatbank, Ukrgasbank, Ukreximbank, Sky Bank and Globus Bank are currently working in the program. 

The program covered the geography of the entire unoccupied territory of Ukraine. Most apartments were purchased in Kyiv and the region, as well as in Rivne, Volyn and Chernihiv regions. Recently, the first loans were issued in Kharkiv, Zaporizhzhia and Mykolaiv.  

“‘yeOselia’ has proven to be effective and revolutionary for the financial services market. A mortgage in a smartphone has been a reality for Ukrainians for a year now, despite the full-scale war. Today, we are working to make ‘yeOselia’ more capable, more convenient and accessible to citizens,” said Ievgen Metsger, Chairman of Management Board at UFHC. According to him, company’s team has attracted additional funding for the program, which allows it to fully meet the demand of citizens and finance at least 10 thousand loan agreements by the end of the year.  

“More than 70% of those who received preferential mortgage loans are families of military personnel. However, our goal was to make mortgages available not only to privileged categories, but to all citizens. And on August 1, mass mortgages were launched in Ukraine. Today, all Ukrainians who do not own their own housing or have less than 52.5 square meters per person plus 21 square meters for each additional family member can get a loan at 7% per year. And the fact that many Ukrainians are getting mortgages is the best evidence of people’s faith in victory,” said Yuliia Svyrydenko, First Vice Prime Minister and Minister of Economy. 

According to Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, ‘yeOselia’ has completely changed the approach to obtaining a mortgage. “Instead of going to banks, filling out dozens of fields in applications, and collecting certificates, you just need to make a few clicks in the app. For example, thanks to ‘yeOselia’, military personnel can apply wherever they are. One of the spouses fills out the application in Diia, and the other signs it with a digital signature in the app,” he said. 

Since August 1, 2023, yeOselia’ has become available to a much wider number of applicants. In particular, veterans, combatants, internally displaced persons, and Ukrainians who do not have their own housing or want to improve its conditions can apply for a preferential mortgage. For them, yeOselia’ offers a 7% interest rate. The mass mortgage is aimed at stimulating the construction market. Therefore, the requirements for apartments were limited to buildings no older than 3 years or built by bank-accredited developers. “We want the program to start working more actively in the primary market. This is about revitalizing the construction market, the growth of related industries, new jobs and the investment attractiveness of a region or city. The number of accredited developers should grow, and today we strongly welcome the dialogue between banks and developers in this regard,” emphasizes Metsger.
