Private houses, townhouses and new opportunities for veterans – ‘yeOselia’ terms and conditions to be expanded next year 

Under the state affordable mortgage program, private houses, duplexes and townhouses will be mortgaged. The Government has adopted the relevant amendments to Resolution of the Cabinet of Ministers 856. They will come into force 30 days after their publication. 

The age requirements for houses are the same as for apartments, depending on the category to which the candidate belongs: 

  • preferential categories under 3% and veterans – up to 10 years in Kyiv and regional centers, without restrictions in other settlements 
  • IDPs and other Ukrainians who can get a mortgage at 7% – up to 3 years. 

Standard area for private houses: 62.5 square meters for one person plus 21 square meters for each additional family member. At the same time, country and garden houses are not available for purchase under ‘yeOselia’. 

In addition, the changes adopted by the government expand the choice of housing for war veterans, combatants, people with war-related disabilities and their families. They will be able to buy an apartment at 7% per year: 

  • in Kyiv and regional centers – in houses that are no more than 10 years old; 
  • in other settlements – in buildings without age restrictions. 

Previously, they, like other participants of the mass mortgage program, could only buy houses that had been put into operation no later than 3 years at the time of signing the agreement. 

In addition, other changes were made to ‘yeOselia’ program: 

  • maximum cost per square meter of housing was brought to market prices: the maximum cost of housing was reduced for Kyiv, Dnipro, Lviv, Odesa, and Kharkiv. The ratio of the indirect cost of construction per square meter was changed from 2.5 to 2. At the same time, the ratio for settlements with a population of up to 100 thousand was increased from 1 to 1.75; 
  • it will be possible to pay the down payment with housing certificate ‘yeVidnovlennya’; 
  • restrictions on the repeated participation of citizens in ‘yeOselia’. 

The new terms and conditions will come into force 30 days after their publication. However, it will be possible to use housing certificate ‘yeVidnovlennya’ under ‘yeOselia’ program only after amendments are made to the Law of Ukraine “On Compensation for Damage and Destruction of Certain Categories of Property as a Result of Hostilities, Terrorist Acts, Sabotage Caused by the Armed Aggression of the Russian Federation against Ukraine and the State Register of Property Damaged and Destroyed as a Result of Hostilities, Terrorist Acts, Sabotage Caused by the Armed Aggression of the Russian Federation against Ukraine”. 

We remind you that both representatives of certain professions and citizens who do not own housing or want to increase its area can use ‘yeOselia’. For contract servicemen of the Armed Forces of Ukraine and security forces, teachers, doctors and scientists, the rate is 3% per year. For other categories – combatants, veterans, IDPs, and other citizens – the rate is 7%. 

To take part in the program, fill out an application in the Diia mobile application and choose one or all of the partner banks of ‘yeOselia’ – Oschadbank, Privatbank, Ukrgasbank, Globus Bank, Sky Bank, Ukreximbank and Sense Bank. ‘yeOselia’ is implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and UFHC.
